The SDI is a program that was applied in 1995. The purpose of an SDI is to keep people in the countryside rather than them moving into the major cities, the reason for this is to make sure that the major cities are not over populated. The way that they kept the people in the countryside and more rural areas, is by developing the countryside so that the people don’t have to come to the major cities.
